For example. . .
Former CA Asistant Secretary Maura Harty was fired after helping to orchestrate the great passport debacle of 2007. Her sccessor and good buddy, Janice Jacobs, truly concerned about the Harty family income, created a GS-15 position for Maura’s hubby at a cool $144,835 a year. This is a position that never existed in CA before and was specifically create for Maura’s hubby. And it’s a position CA could do without.
Now PDAS MIchael Kirby, instrumental in this fraud, (he suposedly meets with Harty’s husband on a monthly basis) has been nominated as Ambaador to Serbia.
Hopefully, someone will put an end to these shenanigans!!

3The Bureau of Consular Affairs is indeed a cozy place, ridden with patronage. The tight group at the top does indeed care for each other well, handing out the few Africa Ambassadorships CA can influence to old pals, creating special jobs as needed, and with a never-ending set of “special adviser” positions and the like to allow loyal followers a comfortable place to chill in DC without much work as they run up their salaries. And since CA is funded by visa and passport fees, no pesky Congressional budget oversight. Sweet.

4It’s true that CA is flush with money, and would probably have more if they had competently handled the recent upsurge in visa applications from the BRICS’s (Brazil, Russia,India China). But as we all know, competence and CA don’t go together.
The behavior here (hiring Harty’s husband to a big money mak work job) is something you expect to find in a corrupt city council, and shouldn’t be presentin in the USG.
